Fictional Japan. In the 4th district where many refugees live, the foreign resident Kirino Yusuke runs a demolition business and lives modestly with his sister Kanae and daughter Akari. One day, a truck driver named Midorikawa Maki, who came to work from the 13th district, appears at their office. Akari, who is unable to continue her education because she is not Japanese, is attracted to Maki, who lives freely.
Meanwhile, as the Immigration Bureau begins to restrict the acceptance of refugees, violent clashes begin to occur between foreign residents and Japanese people...
A near-future social drama directed by Bungakuza's Ikuta Miyuki, based on a play by the up-and-coming Pink Underground Man No. 3.
