Since its founding in 1951, Kochi Pulp Company has been discharging toxic wastewater into the Enoguchi River, which runs through the city center, for 20 years, turning Urado Bay into a "sea of death." Members of the "Association to Protect Urado Bay," which stood up to resolve the situation, received a notice from the factory refusing to negotiate, leading to an incident that has been passed down as a "democratic exercise of force." This film depicts the people who love their hometown and are determined to protect the richness of nature amid postwar reconstruction and social and economic development.
